twillo is Lower Saxony’s central portal for Open Educational Resources (OER) in higher education. The goal of twillo is to provide high-quality educational materials which, through their open licences, contribute to free access to education, information, and knowledge — thereby supporting Goal 4 of the UNESCO Sustainable Development Goals (Agenda 2030).
The open-source platform offers a sustainable and cost-free service that enables educators to publish and further develop openly licensed educational materials from all subject areas. twillo has been online since spring 2020 and was jointly conceptualised and developed by the E-Learning Academic Network Niedersachsen (ELAN e.V.), the TIB – Leibniz Information Centre for Science and Technology,the HIS Institute for Higher Education Development,the University of Applied Sciences Emden/Leer,the University of Osnabrück and Stud.IP. The project is funded by the Lower Saxony Ministry of Science and Culture (MWK).
In addition to the repository — where educators can independently upload and manage their OER — twillo offers comprehensive support services. Alongside weekly live online consultation sessions and regular workshops, twillo provides a wide range of information, templates, self-learning units and much more relating to OER creation and its frameworks. Through the Open Educational Resources Search Index (OERSI), twillo also provides access to more than 60,000 educational materials (as of February 2023).
In 2022, twillo was recognised as a Digitalagentur Niedersachsen als Digitaler Ort Niedersachsen ausgezeichnet.
